According to the reports, in 2020, an individual claiming to be a "Yangzhou businessman" approached three Shanghai engineering construction companies and convinced them to take on the renovation project of an old residential area in the Jiangdu District of Yangzhou City in Jiangsu Province. The individual charged the companies tens of millions of yuan as intermediary fees.
